0.25x + 0.5 = 3.75. The answer I got was x = 13. Is it 13 or is it 15? I'm a little confused whether I did it right or not. Can you help. The point was to show how much easier it is when you do not use decimals.

You can leave the decimals as they are: 0.25x=3.75-0.5=3.25. Multiply through by 4: x=4*3.25=13, as you had.
