Yes, they were contempararies, and Bunyakovsky was about 11 years older than Weierstrass, and lived in the 19th century.

Bunyakovsky was born in 1804 and died in 1889, while Weierstrass' dates were 1815-1897. So they were contemporaries because they were living in very similar time periods. That's all that contemporary means --- same time.
