y + 7 = (-1/3)(x - (-2))

y + 7 = (-1/3)(x + 2)

y + 7 = (-1/3)x - 2/3

y = (-1/3)x - 2/3 - 7

y = (-1/3)x - 2/3 - 21/3

y = (-1/3)x - 23/3

.

Can't do (-5,-6) because we don't know the slope.
