If 30% is to ⅗ then 100%=⅗(100/30)=2 and 60% of 2=2(60/100)=6/5.

Or, since 60 is twice 30, just multiply ⅗ by 2=6/5.

30% of 2=60/100=⅗; 60% of 2=120/100=6/5.
