Because then the divisor can go into the dividend at least one more time and you have to have the smallest remainder possible.

its because when your dividing and if you have a remainder. your remainder cant be larger than the divisor because sometimes you have to covert your remainder into a fraction. if the remainder is larger than your divisor it will be an mproper fraction thats why. get it or not.
