Let C be the number of quarters Chris has saved and N be the number of quarters Nora has saved.

So C=2N+6; C=5(N-3).

Therefore 2N+6=5(N-3),

2N+6=5N-15,

21=3N, N=7, therefore C=2N+6=14+6=20; or C=5(N-3)=5(7-3)=20.

Nora has saved 7 quarters and Chris has saved 20.
