All lines parallel to y=2x-3 have the same gradient, which is the x coefficient, 2.

So we know we need an equation where 2x is the x term. Now we need the y intercept, a.

y=2x+a. To find a plug in x=-1 and y=2, so 2=-2+a, making a=4 so the equation is y=2x+4.
