5y=-2x+4

y=(-2/5)x+4/5

m=-2/5

slope of perpendicular line=-1/(-2/5)=5/2

y=(5/2)x+b

3=(5/2)(1)+b

3=5/2+b

b=3-5/2

b=1/2

 y=(5/2)x+b

The required equation is

y=(5/2)x+1/2

2y=5x+1
