assuming that the pen is a parallelogram and L is the length and W the width of the pen it will be;

perimeter = (W+L)2. but since L=2W  we get (W+2W)2  --->>>. 6W so perimeter = 6W = 396

so W=396/6 = 66  feet so L=2(66) = 132 feet
