Slope=(1-(-1))/3=2/3; so we have y=2x/3+c where c is a constant to be found. We find c by plugging in one of the points, the second one being the easiest: -1=c because x=0.

So slope-intercept form is y=2x/3-1 or y=(2/3)x-1 or y+1=(2/3)x. Note that the other point also satisfies this equation: 1=(2/3)3-1=2-1.

Given (x1,y1)=(3,1)
(x2,y2)=(0,-1)
slop = (y2-y1)/(x2-x1)
slop = (-1-1)/(0-3)
slop = 2/3

Equation
y= 2/3x+c

Now
1=2/3(3)+c
c = -1

Hence the equation is
y=2/3x-1
