Slope of line is 3 because it's parallel to y=3x+8. Let equation of line be y=3x+b, where b has to be found. Plug in (4,10): 10=12+b, so b=-2 and y=3x-2.

Given y = 3x+8
Parallel lines have equal slopes, so m = 3
The point (x1 ,y1) = (4,10)
Use the form: y - y1 = m ( x - x1)
y - 10 = 3(x - 4)
y - 10 = 3 ( x - 4)
