51.23-28.4 can be changed to 51.23-28.40, because we can always add zeroes after the end of the decimal without changing the meaning of the number. Now treat the subtraction as if there were no decimal point: 5123-2840=2283. Put the dec pt back where it was in the result, 2 places from the end: 22.83.
