A and B are the same point so the figure cannot be a triangle.

The usual way to apply a dilation factor is to multiply each coordinate by the dilation factor (in this case 3).

If B(2,3) were to replace B(1,3), we get A'(3,9), B'(6,9), C'(9,3).
