I will assume (7, -4) is a point on the line.
Thus, we have:

y = (7/8)x + b
-4 = (7/8)(7) + b
-4 = (49/8) + b
b = -4 - (49/8)
b = -(81 / 8)

Hence, we have y = (7/8)x - (81/8)
