Parallel lines have the same slope, so the desired equation is in the form

y = (8/9)x + b

Find b by using the given point (-3,7):

7 = (8/9)(-3) + b

7 = -24/9 + b

63/9 + 24/9 = b

b = 87/9 = 9 2/3

Equation is:

y = (8/9)x + 9 2/3
