​(b⁴-9b⁵)3b²=3b⁶-27b⁷ because what is outside is multiplied by each of the terms inside the parentheses.

Exponents are added together during multiplication. Coefficients are multiplied. 9×3=27 but b⁴×b²=b⁶ and b⁵×b²=b⁷.
