Expand: -7x+21=7-14x.

Collect like terms together: 14x-7x=7-21; 7x=-14, divide both sides by 7: x=-2.

Check the answer by putting x=-2 in the original equation: -7(-2-3)=7(1+4), (-7)(-5)=(7)(5)=35. OK!
