TRUE. The independent variable maps uniquely on to the dependent variable, so two different values of the independent variable can map on to the same dependent variable value. It would not be a function if an independent variable value mapped to two different dependent variable values. For example, if the function y=x2 (x is independent while y depends on x) then x=1 and x=-1 both map to y=1.
