$12 is 1200 cents, so this would pay for 1200/8=150 texts at the second plan rates. I assume it's the rates for one month. If you don't expect to use up 150 texts per month on average, then it's cheaper to go for 8 cents per text. But if you average more than 150 texts per month, the first plan is best at $12 per month.
