8x-3y+12=2x+3xy-12y after expansion. Separate x and y as much as possible:

8x-2x-3xy=-12-12y+3y (rearranged),

x(6-3y)=-12-9y,

x=(-12-9y)/(6-3y)=-(4+3y)/(2-y) (after dividing top and bottom by 3).

So x=-(4+3y)/(2-y) is x in terms of y.
