86=81+5=9×9+5. This is another way of saying that 9 goes into 86 9 times remainder 5.

So with 9 photos per page she can fill up 9 pages, but then she still has 5 photos which will only partly fill another page. So she needs another page for the 5 photos. In all she needs 10 pages with one page not completely filled.
