14x+17 is the same as 17+14x. This is the commutative property. Since we don't know x, it is not an arithmetic fact. 14x is 14*x which could also be written x*14 (commutative) but, as this is not the standard way of expressing it and because we cannot work out the product, it doesn't seem right to apply the property.
