The second equation can be written: 4y+6x=16 or 2y+3x=8; but the first equation is 2y+3x=6 so, since 6 is not equal to 8, the equations are increasing miss tent and cannot be solved. They are independently dependent, in that each equation, taken by itself, makes the variables mutually dependent (they can be separately graphed as two parallel lines), but taken together the equations are inconsistent.
