If by radius you mean the distance from the centre to a corner then it's the radius of the circumscribed circle.

The length of the diagonal is 16mm, and the side of the square is 16/√2 mm. The area of the square is the square of this side=256/2=128 sq mm. The length of the diagonal is also the length of the diameter of the circle.
