To convert ratio 1:1 into fractions, we add 1+1=2, then. The fractions are 1/2 and 1/2. So 50%, 0.5 and 1/2 is the correct interpretation. The ratio of 1/2 to 1/2 is 1:1. In general, a:b means the fractions are a/(a+b) and b/(a+b).
