Convert to an improper fraction: convert 32 into eighths by multiplying 32 by 8 so 8*32/8=256/8. Add on the 1/8 making 256+1=257 eighths or 257/8. To convert to percent divide by 100 because "per cent" means divide by 100: 257/8 divided by 100 is 257/800.
