The first parenthesis is 8/7 because two eights cancel out; 8/7 squared is 64/49.

In the second parenthesis, 8^0=1 and 1/7^-3=7^3, so (7^3)^3=7^9 which is multiplied by 7^-9=7^0=1.

The answer is therefore 64/49.
