Higher means less negative or closer to zero from the left. Using small eighth divisions we have -1/4=-2/8 and -3/4= -6/8. The whole numbers are -1=-8/8 and -2=-16/8. Which number is closest to zero on the left? Write all these down:

-7, -2, -8, -16, -5. These numbers are the number of eighths or small divisions to the left of zero. We want those closer than -6, which is -6/8=-3/4. There are 2: -5 and -2, which are -5/8 and -2/8=-1/4. So tick the second and the last.
