3:9 pens:pencils is 1:3. 3 times as many pencils as pens. Therefore she has 24/3=8 pens: 8:24=1:3=3:9.

3:9 = pens:pencils = 1:3
3 times as many pencils as pens
So she has 24/3=8 pens
8:24=1:3=3:9
