This is a right-angled triangle because AB is parallel to the x axis (y coordinates are the same) and CB is parallel to the y axis (x coordinates are the same). AB=4 (=3-(-1)) and CB=5 (7-2). The area is (1/2)base*height=(1/2)AB*CB=(1/2)4*5=10.
