You can multiply both numbers by another number to find the answer to your question. Multiply by 100 to get rid of the decimals: 5 and 13. Multiplying by 100 moves the decimal point two places to the right. Now it's easy to see which number is smaller. So 0.05ml is less than 0.13ml.
