To answer this question we need to combine clues from this and a similar posting in which reference coords are provided. The geo coords point to somewhere in Scottsdale, Arizona, near Paradise Valley, but the coords themselves don't seem to mean much. The coded coords are not related to the specified coords, according to the question, so we're left to guess what the relation is. The coding puts the specified coords and the coded coords into nearby vicinities, so I'm guessing that the displacement in the latitude value is the same as the displacement in the longitude. The symbols in the decimal fractions can then be determined. Take the latitude: 33° 31.893' and the coded latitude, which decodes to 33° 32.2?? and the longitude 111° 56.052 and the coded latitude, which decodes to 111° 55.?25. Let's assume the coded latitude is displaced from the specified latitude as much as the coded longitude is displaced from the specified longitude.

31.893+x=32.2?? and 56.052-x=55.?25. We have to find the missing digits.

Add these two equations together: 87.945=32.2??+55.?25. The  unknown digit in the third dec place must be 0 because 0+5=5. The symbol on this position is spade, so spade=0.
