That's a mighty big increase! The actual absolute increase is 214 which is 214 times bigger than 1 or 21,400% bigger, the percentage increase.

If the class size was 214 and it increased by 1 to 215, the increase is only 1 in 214 which is 1/214*100% or about 0.467%.
