This can be written as an equation. 3 out of 16 means 3/16 of N where N is the total number of those saying yes, no or didn't care. So 3N/16+5N/8+150=N. Note that 5N/8 is the same as 10N/16. Adding the fractions we have 13N/16+150=N. So 3N/16=150, because N(1-13/16)=3N/16. Therefore we have the answer to how many said yes already because 3N/16 said yes and 3N/16=150. (N is 150*16/3=800, and 5/8 of this 500. 150+500+150=800.)
