The clue is that the numbers are within the range 1 to 26 and there are 7 of them. There are 7 days of the week, and the first letter of each day starting at Monday is M, T, W, T, F, S, S. These as letters of the alphabet are 13, 20, 23, 20, 6, 19, 19, so the missing number is 20.
