rounding off numbers to the nearest tens

To the nearest tens means we don't want the units, but if the units figure is 5 or more then the tens figure has to be increased by 1. So in this case, 5 is the units figure so we do have to add 1 to the tens figure, making it 9, and the number then becomes 3990. This just means that the number to the nearest ten is 3990.
