parallel means having same slope.  Need to find slope of 4x + 9y = -1

so subtract 4x from both sides 9y = -4x -1 then divide everything by 9

y = -4/9x - 1/9

so slope is -4/9

use point-slope formula and y + 7 = -4/9(x - 1)

y + 7 = -4/9x + 4/9

y = -4/9x - 59/9
