2x - 5y = 13

-5y = -2x + 13

y = (2/5)x - 13/5

The slope of this line and any lines parallel to this line is 2/5.

Perpendicular slope is just turning over the slope and changing whatever + or - sign is out front.

Perpendicular slope is -5/2.
