Given y < 3 x + 5 and y > -3 x + 2

Convert inequalities into equations

y = 3 x + 5

y= -3 x + 5

Find the value of x and y for each equation. plug different values of x in both equations 

For y = 3 x + 5

For y = -3 x + 2

Choose a test point to determine the solution.

For the test point (0,0)

0 < 0 + 5     ==> 0 < 5 (true)

0 > 0 +2     ==> 0 > 2 (false)

Since first equation is true & second is false first line shaded towards the origin & second line outward the origin.
