slope = rise / run

slope = (y2 - y1) / (x2 - x1)

slope = (17 - -1) / (3 - 1)

slope = 18 / 2

slope = 9

point-slope form

y - y1 = m(x - x1)

y - -1 = 9(x - 1)

y + 1 = 9x - 9

y = 9x - 10 (slope-intercept form)

Answer:  y = 9x - 10
