f(0)=0; f(-1)=1-3=-2; f(a)=a^2+3a; f(x+h)=(x+h)^2+3(x+h)=x^2+2xh+h^2+3x+3h.

(f(x+h)-f(x))/h=2x+h+3. If, and only if, h is very small this comes to 2x+3 because h can be ignored as insignificant compared to 2x and 3.
