I think 3, or 6 depending on how you configure rows.

One row of 18 cubes; same as 18 rows with one cube in each row;

two rows of 9 cubes; same as 9 rows with 2 cubes in each row;

three rows of 6 cubes; same as 6 rows with 3 cubes in each row.
