2x-y-3=0⇒y=2x-3, which has a slope of 2 (coefficient of x).

Parallel line has same slope.

Line passes through (-2,1), so:

y-1=2(x+2)=2x+4, (plugging in coords)

y=2x+5 is the equation of the parallel line.
