18 revs per minute is 18/60=3/10=0.3 revs per second. One revolution is 2(pi)r metres=2(pi)*100 where r=100 metres (?). The true radius is likely to be 100cm (about 40"). Assuming r=100cm, revolution=200(pi) cm = 2(pi) m. So rim speed is 2*0.3(pi) m/s = 1.885 m/s ("linear velocity").
