cos(2x)=2cos2(x)-1, cos2(x)=½(cos(2x)+1) (trig identity), multiply through by 10:

10cos2(x)=(10/2)(cos(2x)+1).

Let x=10π/t:

10cos2(10π/t)=(10/2)(cos(20π/t)+1). QED
