9y = 5y + 13 - 3
9y = 5y + 10
9y - 5y = 10
4y = 10
y = 10/4
y = 2.5

(check)

9(2.5) + 3 = 5(2.5) + 13
22.5 + 3 = 12.5 + 13
25.5 = 25.5

So the problem is 9y+3=5y+13

I would start working from the right side.

Get rid of 5y by adding -5 y. Do the same to 9y. Now your new equation is 4y+3=13

Get rid of the 3 by adding -3 to it. Do the same to the 13 which makes it 10. Now it is 4y=10

y=2.5 since 4 times 2.5 equals 10

9y+3 = 5y+13

This means 9y-5y = 13-3

This means 4y = 10

This mena y = 10/4 = 2.5.
