 There's an error here. The problem cannot be solved without knowing either the total number of people voting, or what percentage Clinton's vote represents or how many people Perot's vote represents. Considering this question is based on actual events, Clinton's vote was more like 43% than 4300 people (which is a very small number compared with the population of USA which is many tens of millions of people). Perot's vote of about 20% or 1/5 is close to the facts. So, Bush's vote can only be expressed as a percentage 100-(43+20)=37%.
