c1 = car one velocity

c2 = car two velocity

c1 = c2 + 12 mph

At 30 min time c2 is 24 m of c1. 

So c2 is travelling at 24/30 mpm or 24/0.5 mph or 12 mph

c2 = 12 mph

so

c1 = c2 + 12 mph

c1 = 12 + 12

c1 = 24 mph ◄ Ans
