The constraints form a line with endpoints (0,4), (7,0) (intercepts). The feasibility region is on and to the right of this line in the first quadrant. So C has these values at the endpoints:

(0,4), C=100; (7,0), C=105.

Therefore minimum C is when x=0, y=4.
