In $0.5495 the first 5 is the tenths place (decimal), which is the tens of cents place.

The 4 is in the hundredths place (decimal), which is the cents place.

The 9 is in the thousandths place (decimal), which is the tenth of cents place.

The 9 represents 9/10 of a cent.
